Djibouti has experienced in recent years due to repeated crises periods of exceptional drought . More than 120,000 people – slightly more than 13% – half of them in rural areas suffered as a result , problems of survival, especially nomads who have lost most of their livestock and are for most settled in suburban areas in precarious conditions.
Thus, a social protection strategy « social safety nets » has been developed. The strategy of social safety nets designed to meet the efficiency and effectiveness problems of aid and the absence of an effective coordination device .Recognizing the importance of identifying vulnerable to shocks and target poor households for programs safety nets are effective. Strategy FSS recommends the establishment of a system for the identification and registration of poor and vulnerable people. It is the development of a database of identity data poor updates permanent way .
